Surely you can see by now that this government has no intention of ever providing regulatory guidance? They then pretended that this medical countermeasure was a "vaccine," which you know it wasn't.

This is not a program you can criticize for not attending to the fine points of safety testing. There was no requirement for safety testing from the start.
