The real practice, I think, is closer to "deflection" or "defensive neutralization" (to coin such a term): to accuse your "enemy" of that which are doing so as to neutralize the issue in the public discourse. Hillary selling US Uranium to Roseatom, colluding with Russians to smear her political rival? Make sure the smear is about "Russia" so (Hillary hopes) no one wants to talk about "Russians" etc.
The same with Kamala /Walz coining the "weird" campaign against JD Vance. Doubtless having gotten focus group feedback that Kamala's shifting accents and Walz' s whole persona come across as profoundly weird to normal Americans, they launched their "weird" op in hopes to make the term toxic to both / take that powerful term out of the debate.
