The whole lengthy legal memo is worth reading. The countermeasures term seems to have been used when they created the legal loophole that allows continued bioweapon research in the early 1990s. But what the author of that substack discovered is that that language was moved into public health law.
Countermeasures as a legal concept, which we must assume would include offensive bioweapons programs relabeled as defensive to keep in line with international conventions, were imported into HHS and FDA by law with further laws designed to allow the DoD to work with those agencies. She also outlines how rules for abrogating informed consent and other patient rights were first applied to the military and then imported into public health emergency law.
The actual agreement to produce the covid injections was a type of agreement used for military procurement and also used for CBRN materials. They used special legal terms like 'prototype' agreement (a prototype for billions of doses???) and manufacturing 'demonstration'-- all of which come from these specific laws for emergency 'countermeasures.'

We also found out, even though a product has “organic” on it, it doesn’t mean the apples were completely free of arsenic because the arsenic from the pesticides remained in the soil for a long period of time. I also was told by a food and drug paralegal that I should wash my fruits in vegetables in warm soapy water because of the use of pesticides. I digressed. I was shocked when a woman from The National Fruit Growers Association stated they go by FDA guidelines and the percentage they allow them to have in their products. I thought that says it all. The lobbyists who work for these large corporations bribe the Rats on The Hill by giving them donations to make things go their way. The FDA does what they’re told by our corrupt Rats. So many things are broken it’s difficult to trust anyone anymore. I can’t wait until we start dismantling these dens of thieves and we can begin to trust again.
