For the list of missing persons that have been compiled, try to get access to cellphone numbers of those missing. Probably nearly everyone missing had a cellphone or some sort of cellular device. If cell tower location (or GPS data) can be requested for the affected area in Lahaina, it might be possible to use that data to locate, or at least count the number of, those who perished. The cellular company(ies) operating in the area should be able to provide the data from the timeframe leading up to and during the fires. "Fire contact tracing" might be a good term to use.

I lived in Lahaina for a few years as a small child; our house was across the street for what was then part of the sugar cane fields mauka of Lahaina.
