But you asked the right question - Who would actually follow such an order? Those are the real villains. Anyone with even a minimum of courage would simply decline to carry out an order like this. But my guess is that the mindless drones at FEMA did whatever they were told.
The culture at FEMA allowed this. That “rogue employee” felt free to give such an order, expecting no consequences.

Being from the UK. I have been disgusted by the tactics used against Trump by the Democrat Party and the vast majority of the mainstream media over the last eight years. Their feigned pious indignation as they bring out their next false accusation. I don't know if I should pity them for being stupid believing the stories or despise their dishonesty for claiming it was true. One wonders how they sleep at night? Unfortunately, I suspect they sleep like babies because they have lost any sense of morality through their depravity!

“If it is true”…, are the key words in your response. I agree that weaponizing government agencies to serve a political agenda must be stopped cold. No doubt.
If it is not true, however, then those who are promoting this inflammatory story should be held to account for their malfeasance.
FEMA has responded and has admitted that this is true. One supervisor, Marn"i Washington, issued this order to her subordinates. Some of them blew the whistle and provided the proof. Ms. Washington has not lost her job, per the whistleblowers. Rather, she has been transferred to another position.
She needs to be removed and not transferred. President Trump has a lot to do.
