A lot of the perpetrators will have to just die off. They are never going to admit wrong doing or simply error. All of our institutions are populated and controlled by these ogres and will fight hammer and tong against us. So, you are correct: at least 20 years. Unless, of course, these same said people get us into a nuclear exchange with someone, and then the timeline will be much abbreviated.
